Our mission is to provide enrollment in the Defense Enrollment Eligibility Reporting System (DEERS), issue Common Access Cards (CAC) and/or official Identification Cards to all active, reserve and retired service members, service member families, and civilian and contractor employees. Additionally, we also provide diplomatic, official passports and no-fee passport passports for official travel.

ONE APPOINTMENT PER FAMILIY MEMBER REQUIRING SERVICE is requiredIf you do not book multiple appointments, only the person listed as the appointment holder will receive service, as we must adhere to a strict schedule.  Please keep your confirmation number for reference.  Only a five-minute grace period will be granted to late customers. Appointments will not be seen prior to their appointment time. 


If you no longer wish to keep your appointment, please visit the website above to cancel, or call the ID Card Center at (703) 784-2750 for assistance, so that your appointment slot can become available for someone who needs it.


CAC PIN RESETS (Locked & Blocked CACs) will be handled at the DEERS/ID Card Center.  DO NOT make an appointment for CAC PIN Resets.


If a system outage occurs on the day of your appointment, you must reschedule or come in as a walk-in.

*Walk-ins: 0700-1130 Monday through Friday (Supervisor reserves the right to stop walk-ins at any time)

Appointments: 0900-1440 Monday through Thursday

*We will continue to accept walk-ins throughout the day depending on the amount of appointment "no-shows."  That said, we reserve the right to stop accepting walk-ins due to customer volume (please see "Walk-in Service" in the REQUIRED INFORMATION section below for additional information).

Appointments for CAC, DEERS and ID Cards

Appointments can be scheduled by phone or online at: https://rapids-appointments.dmdc.osd.mil. After you book your appointment, you will receive an email with your confirmation number and a list of conditions for attaining your ID card.  Please keep record of your appointment confirmation number, and read all of the conditions, as more than one might apply to your specific situation. Please schedule one appointment slot per each individual requiring service. Upon arrival, notify service counter about each scheduled appointment.  Appointments are available from 9:00 a.m. to 2:40 pm Monday through Thursday, and from 9:00 am to 1:40 pm on Friday.  Even with scheduled appointments, some customers may experience a wait due to a high volume of customers, system outages/processing, and complexity of service.  Please inform the service counter if your wait time exceeds 30 minutes.  We are closed for lunch from 11:40-12:40, daily, but our doors remain open.  Only a 5-minute grace period granted to late customers.  To cancel or reschedule your appointment, please call the center or visit: https://rapids-appointments.dmdc.osd.milCustomers will need to know their confirmation number to cancel/reschedule an appointment.

Walk-in customers are served on a first-come, first-served basis. Walk-in hours are from 7:00 am - 9:00 am Monday through Friday.  For customers who arrive before 7:00 am, please enter through the main doors to Little Hall (Little Hall Theater/Barnett Avenue entrance).  The line will form inside the long hallway leading up to the DEERS/ID Card Center.  The ID Card Center reserves the right to end walk-in services earlier than 9:00 am depending on the volume of customers. This is necessary in order to be able to complete processing the remainder of morning walk-in customers and appointments. Wait times may vary. The Center is closed for lunch from 11:40 to 12:40, but our doors remain open.



A properly verified and signed DD Form 1172-2 is required for all dependent enrollments/changes and dependent ID card issuance, except for the Tricare Young Adult Program (TYA).  The DD Form 1172-2 DOES NOT need to be completed by the sponsor for TYA.  The sponsor has the following options to complete the DD Form 1172-2 for their dependents:

  • Sponsor is present with dependents for service at the walk-in or appointment.
  • Sponsor can fill out DD Form 1172-2 at center ahead of dependent's visit:  Please note, DD Form 1172-2 is only valid for 90 days from signature. 
  • Sponsor gives dependent General Power of Attorney (POA), and dependent presents original General POA at time of service.  The General POA must be original, valid and unexpired.
  • Sponsor can digitally sign DD Form 1172-2 with CAC using RAPIDS Self-Service (RSS): https://www.dmdc.osd.mil/self_service/. DoD Common Access Card (CAC) holders may access their DEERS record to make changes, perform CAC updates (e.g., add or change email certificates), or sign the DD Form 1172-2 using RAPIDS Self-Service (RSS): https://www.dmdc.osd.mil/self_service/.  The dependent brings copy to center for service.
  • Sponsor completes DD Form 1172-2 and signature is notarized, dependent presents original for service

PLEASE NOTE:  If a dependent's ID card is lost or stolen, the sponsor must indicate this in Block 21 of the DD Form 1172-2.  For college students aged 21-23, Sponsor must indicate that he/she "provide over 50% support " in Block 21 of the DD Form 1172-2.

The most current DD Form 1172-2 expires 31 March of 2020, and this date is indicated in the top right corner of the form.  All other versions are obsolete.  Once signed, the DD Form 1172-2 is valid for 90 calendar days, and can only be used for one service visit.  Only the dependents listed on the DD Form 1172-2 can receive service as authorized by sponsor.


Any individual aged 18 or over must present two forms of valid, unexpired identification for ID card issuance.  The primary form must be a photo ID.


Individuals aged 17 or under MUST bring in their original Birth Certificate and SSN Card (not laminated), regardless if these documents are scanned into DEERS.  This is required for initial issue/enrollment, as well as renewals.  Renewals must also bring in their current military ID card.  If their current ID is lost or stolen, this needs to be entered in Block 21 of the DD Form 1172-2 by the sponsor.  For initial enrollment, please see Child and/or Step-Child – DEERS Enrollment under Resource Downloads.

All documents must be original or certified true by the custodian of the original document.  All court documentation must be state or county certified stating that it has been filed and recorded in the courthouse.  A notarized copy may not be considered a certified copy depending on the laws of the state that issued the original document.  All foreign documents must be originals with an Apostille and translated in English. Please contact the Department of Foreign Ministry Affairs in the country of issuance or search the web for "Apostille certification & country" to obtain guidance.  Photocopies of documentation are not authorized as proof of identification or eligibility.
