Important Advisory

DECEMBER 10 IMPORTANT NOTE: DEERS/ID Card Center will be operating with minimal staff when we open at 12:00 pm. Expect longer than usual wait times. Official Passports Office will be closed.

Point of entry for walk-in customers arriving prior to 0700 is through the main entrance to Little Hall (Theater side/Barnett Avenue entrance), with the line forming in "Commandants Hallway".  Chairs are available in the hallway for your comfort and convenience.  When doors open, please approach the front counter to check in and receive a ticket.

The Passport Office is now open and accepting appointments.  Please call 703-784-1488 to schedule an appointment. 

MCB Quantico DEERS/ Official Passports/ ID Card Center
Our mission is to provide enrollment in the Defense Enrollment Eligibility Reporting System (DEERS), issue Common Access Cards (CAC) and/or official Identification Cards to all active, reserve and retired service members, service member families, and civilian and contractor employees. Additionally, we also provide diplomatic, official passports and no-fee passport passports for official travel.

ONE APPOINTMENT PER FAMILIY MEMBER REQUIRING SERVICE is requiredIf you do not book multiple appointments, only the person listed as the appointment holder will receive service, as we must adhere to a strict schedule.  Please keep your confirmation number for reference.  Only a five-minute grace period will be granted to late customers. Appointments will not be seen prior to their appointment time. 

 

If you no longer wish to keep your appointment, please visit the website above to cancel, or call the ID Card Center at (703) 784-2750 for assistance, so that your appointment slot can become available for someone who needs it.

 

CAC PIN RESETS (Locked & Blocked CACs) will be primarily handled at IPAC, located in building 2006, RM 225 from 0730-1630.  The secondary location will be the ID Card Center, when IPAC is closed, or the CAC Pin reset station is unavailable.

 

If a system outage occurs on the day of your appointment, you must reschedule or come in as a walk-in.

By appointment only. To schedule an appointment for official passports, please contact the passport agent at (703) 784-1488. The passport agent will provide detailed instructions and requirements for the appointment and application. Please download/view Passport Instructions under Resource Documents listed on right of this website, to assist in you with the application process. To access application forms, please visit here. No walk-in appointments are accepted. Please note tourist passports applications are not accepted or processed by the MCB Quantico Passport Agent.

 

Appointments for CAC, DEERS and ID Cards

Appointments can be scheduled by phone or online at: https://rapids-appointments.dmdc.osd.mil. After you book your appointment, you will receive an email with your confirmation number and a list of conditions for attaining your ID card.  Please keep record of your appointment confirmation number, and read all of the conditions, as more than one might apply to your specific situation. Please schedule one appointment slot per each individual requiring service. Upon arrival, notify service counter about each scheduled appointment.  Appointments are available from 9:00 a.m. to 2:40 pm Monday through Thursday, and from 9:00 am to 1:40 pm on Friday.  Even with scheduled appointments, some customers may experience a wait due to a high volume of customers, system outages/processing, and complexity of service.  Please inform the service counter if your wait time exceeds 30 minutes.  We are closed for lunch from 11:40-12:40, daily, but our doors remain open.  Only a 5-minute grace period granted to late customers.  To cancel or reschedule your appointment, please call the center or visit: https://rapids-appointments.dmdc.osd.milCustomers will need to know their confirmation number to cancel/reschedule an appointment.

Walk-in customers are served on a first-come, first-served basis. Walk-in hours are from 7:00 am - 9:00 am Monday through Friday.  For customers who arrive before 7:00 am, please enter through the main doors to Little Hall (Little Hall Theater/Barnett Avenue entrance).  The line will form inside Little Hall in “Commandants Hallway.”  Walk-in services may end earlier than 9:00 am depending on the volume of customers. The ID Card Center reserves the right to end walk-ins to allow for processing of the remaining customers signed in for walk-in services. Wait times may vary. The Center is closed for lunch from 11:40 to 12:40, but our doors remain open.

 

A properly verified and signed DD Form 1172-2 is required for all dependent enrollments/changes and dependent ID card issuance, except for the Tricare Young Adult Program (TYA).  The DD Form 1172-2 DOES NOT need to be completed by the sponsor for TYA.  The sponsor has the following options to complete the DD Form 1172-2 for their dependents:

  • Sponsor is present with dependents for service at the walk-in or appointment.
  • Sponsor can fill out DD Form 1172-2 at center and then depart while dependents receive service.
  • Sponsor gives dependent General Power of Attorney and dependent presents original General POA at time of service.  The General POA must be original, valid and unexpired.
  • Sponsor can digitally sign DD Form 1172-2 with CAC using RAPIDS Self-Service (RSS): https://www.dmdc.osd.mil/self_service/. DoD Common Access Card (CAC) holders may access their DEERS record to make changes, perform CAC updates (e.g., add or change email certificates), or sign the DD Form 1172-2 (1/2014) using RAPIDS Self-Service (RSS): https://www.dmdc.osd.mil/self_service/.  The dependent brings copy to center for service.
  • Sponsor completes DD Form 1172-2 and signature is notarized, dependent presents original for service

Note:  Once signed, the DD Form 1172-2 is valid for 90 calendar days and can only be used for one service visit.  Only the dependents listed on the DD Form 1172-2 can received service as authorized by sponsor.

Any individual aged 18 or over must present two forms of valid, unexpired identification for ID card issuance. 

 

Individuals aged 17 or under only require one form of valid, unexpired identification for renewal of their identification card.  For initial enrollment, please see Child and/or Step-Child – DEERS Enrollment under Resource Downloads.

 

For a list of acceptable forms of identification, please view the Identity Source Documents listed on right of this website.  Please call for further guidance to determine what is required for each particular situation.

 

All documents must be original or certified true by the custodian of the original document.  All court documentation must be state or county certified stating that it has been filed and recorded in the courthouse.  A notarized copy may not be considered a certified copy depending on the laws of the state that issued the original document.  All foreign documents must be originals with an Apostille and translated in English. Please contact the Department of Foreign Ministry Affairs in the country of issuance or search the web for "Apostille certification & country" to obtain guidance.  Photocopies of documentation are not authorized as proof of identification or eligibility.
