Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA) and the Council on Environmental Quality’s regulations implementing the procedural provisions of NEPA (40 CFR Parts 1500–1508), Marine Corps Base (MCB) Quantico, a Command of the United States (U.S.) Marine Corps, gives notice that a Draft Environmental Assessment (EA) has been prepared to evaluate the potential impacts to the human and natural environment associated with providing a means of delivering adequate drinking water supply and quality to meet mission demands and to comply with current regulations at MCB Quantico. This includes a connection line between the MCB Quantico Mainside and Westside water systems and the demolition of the existing water treatment plant facilities.
MCB Quantico is considering two action alternatives to deliver adequate drinking water supply: (1) construct a new water treatment plant with a connection line to the Westside water system or (2) new water line connections from MCB Quantico to water facilities in Prince William County and Stafford County. In addition, the Draft EA evaluates a No Action Alternative.
The Draft EA is available for a 30-day public review period from September 18, 2024 to October 17, 2024 and can be accessed via the link provided below. Written comments should be submitted to Mr. Richard Brown, Naval Facilities Engineering Systems Command Washington, 1314 Harwood Street SE, Building 212, Washington Navy Yard, DC 20374; or by email to NAVFACWashNEPA1@navy.mil with subject ATTN: Quantico PWS EA. Comments must be received by 11:59 pm on October 17, 2024, for consideration in the Final EA.
A virtual public meeting was held on October 10, 2024 from 5:30 p.m. to 6:00 p.m. EDT. The meeting included information about the project, as well as the opportunity to ask questions and provide comments for the record. Slides from the virtual public meeting are provided below.
