AIR FORCE ANNOUNCES C-17 CONTRACT MODIFICATION

A proclamation was signed September 11, 2001, by Mrs Darleen A. Druyun, Principal Deputy Assistant Secretary of the Air Force (Acquisition & Management) and Mr Gerald E. Daniels, Senior Vice President of Boeing Military Aircraft and Missile Systems, St. Louis, Mo., which reaffirms a joint Air Force-Boeing commitment to decisively move the C-17 program toward a commercial-like environment.

Under the auspices of acquisition reform, the Air Force designated the C-17 program as a pilot for implementation of best acquisition practices under a Civil/Military Integration initiative. This action, which converts the contract from a military to a C/MI orientation, will allow Boeing to use best acquisition practices in business processes, quality assurance, and other key program aspects.

With the issuance of this modification, Boeing and the Air Force take another innovative step on their cooperative journey toward building the best airlifter in the world. The conversion of the C-17 Multi-year Production contract and the implementation of C/MI recognizes the commitment of both Boeing and the Air Force to producing the C-17 using the most efficient and effective processes available. The change in methodology reinforces the C-17 Team’s underlying philosophy of partnership, joint problem solving, innovation, and open communication.

The agreement reached between Boeing and the Air Force will have long lasting benefits to both parties. Through the use of C/MI-related best acquisition practices, Boeing will be afforded the opportunity to employ efficient, streamlined processes that will enhance quality and reduce costs throughout the remainder of this contract and any follow-on C-17 contracts. This effort will also allow Boeing to use more effective commercial processes for subcontractor management.
