Col. David Maxwell, base commander, Marine Corps Base Quantico, right, signs a Memorandum of Agreement with Mark Gibb, director of the Northern Virginia Regional Commission, in an effort to provide and facilitate existing NVRC commuter services to Marine Corps Installations National Capital Region - Marine Corps Base Quantico personnel. The overall goal of the MOA is to enhance the Transportation Demand Management program.
