Colonel Maxwell graduated from the United States Naval Academy in 1988. After completing The Basic School and Logistics Officer Course, he reported to 3rd Landing Support Battalion in Okinawa where he was a Platoon Commander and Company Executive Officer of a Support Equipment Company. In 1991, he was transferred to be the Assistant Logistics Officer for 9th Marine Regiment.
Returning stateside in 1993, he attended the Naval Post Graduate School, majoring in Defense Systems Analysis and Financial Management. His follow-on assignment was as the Assistant Program Objectives Memorandum Development Officer for the Marine Corps Combat Development Command in Quantico, VA.
In 1998 Colonel Maxwell served as the Logistics Officer for Marine Wing Support Squadron 274 at Cherry Point and then subsequently for Marine Aircraft Group 26 at New River. In 2001, he was transferred to 2nd Marine Division, Camp Lejeune, for Logistics Plans and Operations.
Following promotion to Lieutenant Colonel in 2003, he reported for duty as the Assistant Chief of Staff, G-4 with Marine Corps Forces Korea in the Republic of Korea.
From 2004 to 2006, he was the Inspector Instructor for Headquarters and Service Battalion, 4th Marine Logistics Group. During this time, the staff supported the relocation of 4th Marine Logistics Group Headquarters from New Orleans due to Hurricane Katrina, mobilized and deployed over 600 reserve Marines in multiple OIF rotations, and established the Marine Corps Personnel Retrieval and Processing Company.
After command, Colonel Maxwell graduated with distinction from the National War College in Washington, D.C., and proceeded to the J-4 Logistics Staff, U.S. European Command in Germany for assignments as the Deputy Division Chief, Logistics Support Division and the Chief, Joint Logistics Operations Center until the summer of 2010.
In February 2012 Colonel Maxwell returned from Afghanistan after serving as the Assistant Chief of Staff, G-3 Operations, 2nd Marine Logistics Group (Forward), Regional Command Southwest in support of Operation Enduring Freedom 2011 in Helmand Province.
Colonel Maxwell is currently the Commander, Marine Corps Base Quantico.
Colonel Maxwell’s personal decorations include: the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal (4), the Joint Service Achievement Medal and the Navy and Marine Corps Achievement Medal.
