Quantico Mass Notification System (QMNS)
The Quantico Mass Notification System (QMNS) is a web-based platform
designed to deliver timely and targeted messages to the base population. Notifications
may be sent via:
- Computer desktop pop-ups
- Email (government and personal accounts)
- Voice messages (office, home, and mobile phones)
- Text messages
- Smartphone application notifications
REQUIRED REGISTRATION:
Military, civilian, and contract support personnel working aboard Marine Corps Base Quantico
are required to register in QMNS. Registration must include work contact information
(email and phone) as well as after-hours contact information (home phone, cell phone,
personal email, and text number).
ENCOURAGED REGISTRATION:
Dependents and guests visiting Marine Corps Base Quantico are highly encouraged
to register in QMNS.
Keeping your work and personal contact information current is essential to receiving
timely emergency notifications, base operating status updates, road condition alerts,
and other critical information.

Quantico Marine Corps Enterprise Network (MCEN) NIPR users - copy & paste the following self-service URL into any browser, besides Internet Explorer (Hover your mouse curser over the globe to determine assigned organization if you are unsure), Then follow the remaining steps to register for or update your QMNS Profile.

1. Select "Acknowledge" at the bottom of the USG disclosure statement.
2. When prompted, select your appropriate CAC (PIV) Certificate (it will contain the word “Authentication”). Click “OK.”
3. Select "My Profile" at the top of the self-service page.
4. Select "Edit" to continue editing your personal information. This should include your work phone number, work email address, and all other information requested.
5. Under "Basic Information," find "Organizational Hierarchy" and click "Select." Select your position/ location within your organization. Click "Apply" then “Save”.
Update your profile any time you have a change.
Frequently Asked Questions
Q: I've never been associated with the Marine Corps. Why am I receiving these messages?
A: If you would like to remove some or all of your devices from the QMNS database, please click on the Delete QMNS tab above to submit a Delete request form.
Q: Why do I need to provide my DoD ID number?
A: Your DoD ID number is used to locate your QMNS profile within the database. It also allows MCICOM's Mass Notification Manager to properly identify and manage profiles when elevated permissions are required to move, update, or delete records.

GET MOBILE ALERTS
Mobile Alerts (aka Smartphone App) provides an alternate means to receive QMNS messages on a smartphone. It requires the user to download a free Emergency Mass Notification System (eMNS) mobile notifier application available for iPhone Operating System (IOS) and Android devices.
Follow the following steps for setting up your QMNS via a mobile application.
1. Remove any AtHoc app from your mobile device if previously installed.
2. Search “AtHoc” in the App Store or Google Play Store.
3. Download the first BlackBerry AtHoc app. (NOT “Dynamics”)
4. Several prompts will appear on the screen:
5. “AtHoc would like to send you notifications”. Select “Allow”.
6. “Allow AtHoc to access your location while using the app?” Select “Allow”.
7. “Register for Alerts”. Select “Ok”.
8. To register your Mobile Notifier account, enter an email address from your eMNS (AtHoc) user account profile page.
NOTE: Use an email address other than a usmc.mil as firewalls may prevent the AtHoc verification email from being delivered. Add a personal email by visiting the following link (Instructions for editing a user account can be found under “Register or update QMNS profile”. Place a link to Register for or update QMNS HERE.
9. Access your email account, and open the AtHoc email. Click “Verify Now” link. Android users must click the “Terms and Conditions” link first and then click “Verify Now”.
10. Reopen the AtHoc App. Wait for the screen to change from, “Register your email…” to “Enter Organization Code”. Enter code: “USMC”.

Marine Corps Enterprise Network (MCEN) NIPR users - paste the following self service URL into any browser. Then follow the remaining steps to subscribe to another Marine Corps Installation Mass Notification System.

1. Select the correct PIV Certificate (Authentication)
2. Acknowledge the USG statement
3. Select “My Profile” from the upper tool bar.
4. Click on the purple “Edit” button
5. Scroll all of the way to the bottom right corner.
6. Click on “Add Subscription”
7. Select the TAD location or organization and Click “Apply”
8. Set start and end date, if desired.
9. Click the purple “Save” button at the Top Right Corner
NOTE: You may add up to 3 Subscription locations while still receiving alerts from your home station or command.
