This STARS (Strategically Targeted Affordable Roadway Solutions) study is assessing potential safety and operational improvements for the Russell Road and Route 1 interchange. 

The interchange experiences frequent backups, especially on weekdays during peak commute hours. Additionally, rerouted traffic during I-95 incidents compound the congestion. These backups are contributing factors to crashes in the area. 

MCBQ personnel and residents are urged to the review the study and take the survey as it will drive awareness to the possibility of improvement and increase the likelihood that the final recommendation will be publicly embraced.
